<br />AFO is currently awaiting written findings to Ten-Day Notice informal appeals to <br />provide additional guidance on the interpretation of authorized variances to the <br />backfilling and grading rules. This concluded the records review. <br />Our field inspection observations and/or stops on 5/1 1 included: the sediment <br />pond at the Moffatt Pit was not discharging and the embankment/spillways <br />were well protected; the silt fence at the approved Small Area Exemption <br />truck watering station should be replaced; There are two areas south of the <br />Moffatt Pond where springs have recently developed in mined/backfilled areas. <br />This runoff is approx. 40 feet east of the diversion ditch into the pond. The <br />ditch receives the runoff which is discharging into the pond. According to the <br />permittee,this pit was backfilled during the fall of 1993 and water was in this <br />low end of the pit during the backfilling. This situation should be monitored by <br />the permittee and DMG. The topsoil stockpile area appeared stable with no <br />signs of excessive erosion. We made general observations of reclamation areas <br />in the Moffatt pit which were seeded in 1992 and 1993. We observed erosional <br />rill development and shrub establishment on different treatment areas. We next <br />inspected the topsoil removal activities occurring during the inspection. This <br />concluded the field inspection. <br />We held a brief close-out meeting which reitterated the inspection findings. <br />Performance standards indicated as not applicable do not apply on site. <br />
