Box 176 <br />Oak Creek, CO 80467 <br />Edna Strip, May 10-11, 1994 <br />Complete statistical sample inspection <br />Participants: <br />Susan Burgmaier, DMG <br />Terry Crowner, P & M <br />Dave Beverlin, P & M <br />Henry Austin, OSM <br />We began the inspection at the train loadout area. Weather conditions were <br />partly cloudy and ground conditions were dry throughout the areas inspected. <br />The last OSM inspection occurred on 4/2/93 and 5 Colorado Division of <br />Minerals and Geology (DMG) Notices of Violation (NOV) were issued as a result <br />of that inspection, C-93-023 through C-93-027. NOV's 023 and 027 were <br />vacated by the Colorado Reclamation Board, however, the performance <br />obligations required by these 2 violations have been satisfied. The <br />circumstances under which these NOV's were vacated are being reviewed by <br />the Albuquerque Field Office (AFO) as a part of continuing annual oversight. <br />The other 3 NOV's have been terminated and work completed to abate the <br />violations was reviewed in the field. <br />We began the inspection on 5/10 accompanied by Terry Crowner and spent the <br />day making field observations of the former NOV areas referred to above and <br />general observations of other affected areas. Observations and/or stops during <br />the day included: Tipple and tipple ponds area was inspected. The small piles of <br />coal materials from maintenance activity around the tipple area should be <br />removed and disposed of in an approved location. The sediment ponds were not <br />discharging. Our second stop was along the coal conveyor corridor and the <br />Goat Trail Access Road. The corridor has now been identified as a disturbed <br />area and permitted and bonded. All runoff from the corridor area passes through <br />the Tipple Ponds. All work to provide discharge protection from runoff leaving <br />the road ditches/culverts has been completed as approved with the exception of <br />some rip-rap armoring on drop structure outlets. This armoring must be <br />completed by 6/94. Next we inspected culverts along the Skyline Drive road. <br />The outlet could not be located to culvert #4, however, this is not a designed <br />culvert. We next observed the grading in the West Ridge Area. Grading is <br />nearing final approved AOC configurations with all highwalls, depressions, and <br />spoil piles eliminated. Final grading including runoff control terraces are <br />approved to be completed this year, with topsoiling and amendment of spoil <br />( topsoil substitute) areas and seeding/mulching to be completed in 1995. <br />
