III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology (Division). This former mountaintop removal operation is now reclaimed and <br />has achieved a Phase I bond release for most areas, Ground conditions on this day were <br />dry and the weather was warm. Ron Thompson of Peak Project Management and Bobby <br />Hill, landowner. joined me during the latter portion of the inspection. <br />Sians and Markers <br />The mine identification sign. along with blasting signs, are located immediately south of the <br />bridge across the Purgatoire River. The permit boundary along the road exiting the south <br />boundary of the permit area was properly located and in compliance with Rule 4.02. <br />Roads <br />The second culvert ascending the Jeff Canyon haul road was partially blocked with sediment <br />due to summer storm runoff. This culvert should be cleared prior to the next CDMG <br />inspection. <br />Hydrologic Balance <br />Straw bales used for sediment control at the east topsoil pile SAE were disrupted due to <br />storm runoff. These bales should be repositioned to treat runoff from this small area. <br />
