<br />INSPECTION NARRATIVE <br />July 28, 199 <br />Colorado Yampa Coal Company <br />29587 Routt County Road #27 <br />Oak Creek, CO 80467 <br />303-879-3800 <br />Eckman Park\ Mine 1 & 2 <br />C-81-071 <br />Participants: <br />Kent Gorham, DMG <br />Janet Hook, BLM <br />Gail Noonan, Company Rep. <br />Rick Mills, Company Rep. <br />Joe Wilcox, OSM <br />Daylon Figgs, OSM <br />Edzel Pugh, OSM <br />This inspection was conducted to review blocks B, C, and D of the Eckman Park 1 <br />& 2 permit C-81-071 for Phase II and III bond release. These parcel consist of <br />172, 172.7, and 164.3 respectively. Since several months have passed and a <br />decision to deny or grant bond release has not been made, this report is being <br />submitted for continuity of records. The State has indicated that there were <br />deficiencies with the application which the company has not addressed and that <br />the request for bond release would probably be denied. Also, the technical review <br />team from WSC felt that the vegetation and water sampling technique was <br />inappropriate for all three blocks. <br />Block B <br />This block consists of 172 acres and would reduce the bond by $34,400. In this <br />parcel a rather large contour ditch had not been removed. Several contour furrows <br />used for erosion control remain but are small and insignificant. The ditch needs to <br />be removed prior to Phrase III bond release. Ponds 31-C and 31-G exist in this <br />block but are not shown on the application for bond release maps and are not <br />addressed as permanent structures. These structures need to be removed prior to <br />Phase III release or be approved as permanent structures. <br />Block C <br />The request for bond reduction on this parcel is $34,600 for 172.7 acres. Pond <br />OSP-C was left as a permanent structure to serve as a stock pond. The pond is <br />dry and is of no value since it is located approximately 100 yards directly below an <br />existing stock pond and receives only drainage from the small area between the <br />.3 "~C-5` <br />
