III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />On September 30, 1994, a complete inspection was conducted at the O.C. No. 2 <br />Mine. Conditions at the mine were cloudy and cool. It had just stopped raining <br />and small puddles were around the mine. There was some runoff, roads were <br />muddy and the pond was dry. <br />About 17 Cattle were noted in the mine area. The electric wire stung up across <br />the entrance to the mine area had been knocked down. Later Mr. Weaver the <br />operator said that although the electricity to the mine is cut off he uses batteries <br />to maintain the fence. It is easy to short the fence with a branch etc.. The fence <br />should be maintained to prevent cattle entry into the mine site. <br />The mine site was posted at the entry with the information required in Rule <br />4.02.2. However, this sign must be updated to reflect recent changes as a <br />result of the mine closure. The contact address and telephone number on the <br />sign should be changed to the residence of the mine operator, Mr. Weaver, if mail <br />is no longer received at the mine and telephone service has been cut. <br />The culvert and ditch Just past the entrance and to the right, will need <br />clearing; weeds were growing up around the opening. Also, due to recent rains, <br />the ditch to the pond has accumulated some sediment. At the present time the <br />design capacities are not jeopardized but immediate maintenance is required. <br />An inventory of structures for determination of bond liability and compliance with <br />a MLRB order to reduce the reclamation liability.
