III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Seneca II Mine conducted on May 26, 2004 by Mike <br />Boulay of the DMG. Roy Kazo of Seneca Coal Company (SCC) was present during the entire <br />inspection. Weather conditions were warm and sunny. Ground conditions were dry throughout <br />the majority of the site. There was no activity at the mine site during the inspection. <br />Availability of Records <br />Records were reviewed at the Seneca II Mine office on the afternoon of May 25, 2004. All <br />required records were on file and available for review. During the last complete inspection it was <br />noted that the reclamation cost estimate was not updated in the records file. The most recent cost <br />estimate (Permit Renewal No. 4) was added to the records file during this inspection. <br />Roads <br />Road surfaces throughout the mine site were dry and generally in good condition. Road ditches <br />and road drainage runouts were dry. Culvert SSA beneath the entrance to the Truck Wash Ponds <br />is partially plugged with sediment on the inlet side. This culvert will require cleaning and <br />maintenance on the inlet side. <br />Hydrologic Balance <br />Sedimentation Ponds 002, 003, 004, 008, the Truck Wash ponds and the Pecoco impoundment <br />were inspected. With the exception of the Truck Wash holding pond, all site ponds were full at <br />the time of the inspection and were discharging cleaz water. The Tmck Wash holding pond was <br />retaining water but not discharging. Pond inlets, dischazge structures and embankments were in <br />good condition and stable at all pond locations. <br />Spring runoff caused significant erosion in the vicinity of Post Mine Drainage Channel PM-13. <br />Several gullies formed on the south-facing slope at the lower end of the former East Wadge pit <br />and final dozer pit locations. Damage was also caused to a portion of PM-13. The damaged <br />portion of the channel was reshaped and repaired by replacing rock as needed. The gullies were <br />repaired and the eroded area roughened up and broadcast seeded prior to this inspection. One <br />additional gully in this general azea remains to be repaired located above the inlet to Pond 008. <br />SCC has completed the 2004 Rill and Gully Survey for the Seneca II mine and submitted the <br />report to the Division on May 28, 2004. <br />As detailed in DMG's inspection report dated September, 2003, several post mine drainage <br />channels required redesign and repair or reconstruction at the time of that inspection.
