(Page 21 <br />MINE ID # OR PROSPECTING ID # M-77-575 <br />INSPECTION DATE 10-02-95 INSPEt:TOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a complete inspection of the Marvel pit, operated by La Plata County, located approximately 2.5 miles south of the town <br />of Marvel, Colorado. The pit is permitted to disturb approximately 3.0 acres for the dry extraction and cashing of gravel by the <br />county, for the county's use. <br />The pit is located adjacent to an old landfill area where gravel was used intermittently to bury trash. Gravel was also crushed and <br />stockpiled for occasional use. <br />Rule 1.13.7 allows intermittent mining operations that have periods of inactivity exceeding one year to include, in the permit <br />application, amendment or technical revision, the information otherwise required when filing a Notice of Temporary Cessation ITCI. <br />If approved by the Board, such notice shall serve as a substitute for the Notice of TC described in Rule 1.13 5(21 providing that the <br />Annual Report includes: <br />lal the condition of the operation at the time of <br />TC; <br />(b) specific measures that have been and will be <br />implemented to compl~r with reclamation and <br />performance standards and Environmental <br />Protection Plan requirements; and <br />Icl plans for resumption of mining. <br />The Board shall, when necessary, establish the commencement of the 5 year TC period described in Rule 1.13.8. La Plata County <br />will need to submit a technical revision to this permit to incorporate intermittent status for this operation into the permit. The county <br />may otherwise submit a notice of TC as described in Rule 1 .13.5121 or reclaim the site. <br />Please be aware, Rule 3.1 .1212) of the Mineral Rules and Regulations requires that: <br />121 The boundaries of the affected area will be marked by monuments or other markers that are clearly <br />visible and adequate to delineate such boundaries. <br />The markers were not observed during the inspection and should be installed as indicated above. <br />The operator needs to perform weed control measures on the affected areas of the operation. Rule 3.1 . 1016) states that weed <br />control shall be employed for all prohibited noxious weed species, and whenever invasion of a reclaimed area by other weed species <br />seriously threatens the continued development of the desired vegetation. Weed control methods shall also be used whenever the <br />inhabitation of the reclaimed area by weeds threatens further spread of serious weed pests to nearby areas. A list of noxious and <br />problem weeds and control techniques for these species can be obtained from the County Extension Service, the County Weed <br />Control District Office, or the local office of the Soil Conservation Service. <br />The permit indicates that topsoil and overburden stockpiles will be protected from wind and water erosion. These piles have not <br />been seeded for protection and as a result are now being eroded. The sediment from these piles is bein3 deposited in the pit. <br />additionally, the piles are becoming infested with weeds due to the lack of desirable vegetation establishmen*. The county will need <br />to perform weed control measures and seed these piles with the approved seed mix.
