Walker from eighteen aerial photographs <br />[numbers 19-01-01-09-I (I) through 18 (18) on file a1 the Division] taken on January 9, 2001 by, <br />and an oral debriefing of, Mr. Harry Ranney, Environmental Protection Specialist of the Division. <br />Mr. Ranney stated that he saw no problems at the site, and saw no elk or deer on site. <br />ROADS A portion of the haul road appears in photographs 2, I b, 17 and 18. Portions of the access <br />roads about the coal loadout facility appear in photographs 16. 17 and 18. Roads appear to be <br />in good repair and in compliance with the permit. <br />HYDROLOGIC BALANCE The West Pit Fill Sedimentation pond appears in photograph 1. The Work <br />Area Sedimentation pond and the washbay and sewage freatment impoundments appear in <br />photograph 2. fie Streeter Sedimentation pond appears in photographs 3 and 4 (the most <br />detailed). The Section 16 Sedimentation pond appears in photographs 8 and 9 (the most <br />detailed). The East Taylor Sedimentation pond appears in photographs 13 (the moss detailed) <br />and 15. The West Pit Sedimentation pond appears in photograph 14. The Gossard Loadout and <br />Rail Loop Sedimentation ponds appear in photographs 17 and 18 (the most detailed). Associated <br />diversion ditches appear in photographs 1, 3, 4, 5, 8, 9, 11, 13, 14, 15, 17, and 18. There appears to <br />be ice a snow at low levels in all of the ponds apparent in the photographs with the exception <br />of the loadout pond, which appears to be close to the invert of the primary spillway. All diversions <br />appear to be functional. <br />BACKFILLING AND GRADING Backfill of the East Pit by a drogline (backcasting) and truck <br />haul/dump can be seen in photograph b, and by drogline back-casting and shoveFtruck <br />loading in photograph 7. Dragline back~asting in the Section 16 Pit can be seen in pictures 10 <br />and 11. Dragline back-casting in the West Pit appears in photograph 12 as does shovel-truck <br />operations. Dragline and shovel-truck operations appear in photograph 15. These operations <br />appear to be incompliance with the mine operation plan of the permit. <br />SUPPORT FACILITIES The greater portion of the shops and offices appear in photograph 2 and <br />equipment parking and auxiliary support facilities appear in photographs 12 and 15. The facilities <br />appear to be in compliance with the permit. <br />GENERAL MINE PLAN COMPLIANCE Stripping of topsoil in advance of pit excavation in the East Pit <br />appears in photograph 7. Shipping of topsoil in advance of pit excavation in the Section 16 pit <br />appear in photographs 8,10, and 11.
