III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />snow melt was not accompanied by spring rains. Only a few areas will need maintenance. There <br />were several gullies in recently regraded, but not revegetated, areas on the upper part of the west <br />side of Derringer pi[. The operator stated that they were no[ able to establish contour ditches in <br />this area, due to an early snow last fall. No gullies were seen in the vegetated portions in this <br />area. The rock check dams in the West Pyeatt drainage appeared to have held up well. The <br />operator plans to examine all of the check dams and perform whatever minor maintenance may <br />be required. <br />Last year, two low spots were observed in the reclamation acreage near the Cottonwood spring, <br />one on the east side of the two-track road leading to the Cottonwood spring, and the other on the <br />west side of that road. The low spots were seen [o impound water. The operator had filled in <br />these two low spots shortly thereafter. However, it appears that more material needs to be placed <br />into these low spots, because there still is some impounded water in those two areas. <br />At the former slump area, there was a discharge of about 1 gpm from the french drain. The visual <br />survey stakes showed no movement of the azea. Power poles have been installed in this area One <br />pole is within tl~e slump area itself. There was a little snowmelt flow in the two contour ditches <br />that run across the slump area. The seep area in the lower part of the slump area was flowing a <br />trickle. The trees that the operator had planted around this seep are not greening up yet. <br />BLASTING <br />During this inspection, a house under construction was observed east of the Oak ponds. The <br />construction was in the framing stage. It was not known at the time whether it will be a summer <br />home or a year round home. It was also unknown whether a well has been or will be drilled at <br />this location. The house is located just outside of the permit boundary, about 4000 feet to the east <br />of the present location of Ashmore pit. Future mining projections place the house within 1000 <br />feet of future Ashmore mining. The Division has stated verbally, and will reiterate in written <br />form, that Trapper must ensure that it is in compliance with Rule 4.08, Use of Explosives, as well <br />as with any other pertinent regulatory requirements, such as inventory of structures and baseline <br />hydrology considerations. <br />RECORDS <br />Alt of the records were in compliance.
