III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />DITCHES AND CULVERTS <br />The inlet to culvert MC-4 could use some touching up, although the culvert was still functional. <br />All of the other culverts were clear. <br />There is a 20 foot section of the west collection ditch leading into Deer pond that could use some <br />touching up. The section is located about 150 feet west of the Deer pond. The ditch is still <br />functional, however. The other ditches at the mine site were in good shape. <br />SPRINGS AND SEEPS <br />The Johnson spring was flowing a[ about 30 to 40 gpm. The Cottonwood and Wapiti springs <br />were flowing at about 10 gpm. Some of the flow was due [o snowmelt. The seep below the <br />Coyote dam was flowing at about 10 gpm. The East Pyeatt spring was flowing at about 30 [0 40 <br />gpm. The seep below No Name no. 5 was flowing a trickle. The seep near the Ute pond spillway <br />was flowing at a small trickle. The seep near the Elk pond spillway was wet but not flowing. <br />PIT AREAS <br />Almost all of the spoil piles have been regraded at Derringer pit. Portions of one spoil pile <br />remains. The dragline was at the extreme north end of the pit, building a bench on the east side. <br />At Ashmore pit, the dragline was at the north end of the pit. Coal was being removed from <br />Ashmore. Drilling was taking place on [he east side of [he Ashmore pit. Topsoil was being <br />stripped above Ashmore, high on the hill. The southern section of the Hawkins pit has been <br />almost completely graded. One small section remains to be rough graded. There were no spoil <br />piles at the northern section of the Hawkins pit. There was no activity at the Enfield pit. The <br />operator was grading ash at the Johnson drainage side of the ash pit. <br />RECLAMATION <br />Generally speaking, the reclamation areas stood up well [o the springtime snow melt. Once again, <br />[he former gullies, that Trapper had filled with soil and brush, held up well. Unlike last year, [he <br />
