III. COMMENTS -COMPLIANCE <br /> <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />operator had sprayed for weeds in the spring and will spray again in the fall. The <br />rest of the mine site had good stands of vegetation as well. <br />Facilities <br />The operator was dismantling the construction hoist at the Sylvester Gulch main <br />vent area. One of the shafts will be used as a man trip shaft. The hoist for this <br />was being assembled. <br />The operator went over the plans for installation of new facilities in Sylvester <br />Gulch. The plan will be presented formally in Permit Revision No. 9. <br />Slope Stability <br />Jim Pendleton did a field inspection of Sylvester Gulch, in terms of geotechnical <br />stability. He did not observe any areas of concern. The operator is planning on <br />installing trench drains above the Sylvester Gulch substation. <br />At the main mine site, the operator was grading the slump area above the <br />material storage area: Trench drains will be installed in this slump area as well. <br />Refuse Pile <br />No problems were observed at the new refuse pile. The refuse material had been <br />placed in lifts and compacted. The water level in the west cell was 2 feet below <br />discharge. <br />C: \ms97\westelk\i ns p 0899 <br />
