III. COMMENTS -COMPLIANCE <br />,. <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />This was a partial inspection conducted by Joe Dudash, Jim Pendleton and Jim <br />Stark. Christine Johnston, Henry Barbe and Eric Mendez represented the <br />operator. Jim Pendleton conducted his own inspection, concentrating on the <br />geotechnical aspects of the Sylvester Gulch facilities and the upcoming Permit <br />Revision No. 9, which involves the installation of new facilities. The operator <br />stated that the area has received heavy rainfall in the past few weeks. The <br />weather was dry and clear during the inspection. <br />Roads <br />The main road up Sylvester Gulch was in excellent condition. The road at the <br />Sylvester Gulch main fan was in good condition as was the road to shaft no. 3. <br />Hydrology <br />The detention basin above the main vent site in Sylvester Gulch was in good <br />shape. Culverts and ditches in that area were also functional. There were no <br />erosional problems observed at the shaft no. 3 site. Erosion control fabric has <br />been installed on many slopes and the quick stand of vegetation has controlled <br />erosion very well. <br />The operator is planning on cleaning out pond SG-1 soon. The operator was <br />waiting for the suspended solids analysis before discharging from pond MB2R. <br />Topsoil <br />There were no signs of gullying on the topsoil and subsoil stockpiles in Sylvester <br />Gulch. Appropriate signs were present. <br />Vegetation <br />Those slopes in Sylvester Gulch, where the erosion control fabric had been <br />installed and seeded in June, had a good stand of vegetation.
