III. COMMENTS-COMPLIANCE <br />Below are comments on the inspection. The comments include discussion.of observations made <br />daring the inspection: Comments also describe any enforcement actions-taken during the inspection <br />and the facts or evidence supporting the enforcement action. . <br />The sediment control system was functional. Culverts were clear and ditches had sufficient capacity. <br />Straw bates were in place as well. There was a little water in pond 3 but ponds 1, 2 and 4 were dry. The <br />bin walls of these four ponds appeared to be stable. The West Ridge waste pile pond was also dry. <br />Pond spillways were functional and embankments were stable. <br />There were no signs of slope instability with any of the cut and fill slopes. The vegetative cover at the <br />West Ridge waste pile was very good. Collection ditches and the diversion ditch were intact. <br />West Mine <br />The vegetative cover at the West Mine was moderate to good. The operator sprayed for thistle but <br />scattered plants have come up. The two sediment ponds were dry. Pond embankments were stable but <br />vegetative cover on the embankments was poor to fair. Pond inslopes appeared to be stable and <br />spillways were functional. The silt fence below the lower pond was in place. However, the silt fence <br />upgradient from the lower pond needs some maintenance. The silt fence above the higher pond also <br />needs some maintenance. Two of the reclamation area boundary markers need to be put back up. The <br />road to the West Mine was passable. <br />At the West Mine reclaimed fan area, the silt fence needs a little maintenance. The topsoil stockpile <br />was wel[ vegetated and the topsoil sign was up. The road to the fan site was in good condition. The <br />mine ID sign was up. <br />Well Field <br />There was no activity at the well field. The mine ID sign was on the pump house building. The topsoil <br />stockpile was well vegetated but thistle on the pile has to be sprayed very soon. Finally, the topsoil <br />sign needs to be put back up on its post. , <br />c:/word/bowie 1/insp0804b <br />2 <br />
