(Page 2) <br />MINE ID # OR PROSPECTING ID #: M-1985-043 <br />INSPECTION DATE: F-7n-n2 INSPECTOR'S INITIALS: ~.(L <br />OBSERVATIONS <br />Completed a partial inspection of this operation to review the condition of the sedimentation retention system. Mr. Tom <br />Smith and Mr. Telly Labus participated in the inspection. <br />There are suppose to be 3 retention ponds adequately sized to contain runoff from the 2 year 24 hour precipitation event. <br />Expected runoff from the design event is anticipated to be 3.0 acre-feet. As designed and constructed, pond number one, <br />which is located at the southern boundary of the permit, should contain 2.26 acre•feet of runoff. Pond number two, just <br />north of pond one (at the toe of the highwalp, is expected to contain 3.02 acre-feet of runoff. And, pond number three, <br />which has been located northwest (upgradient) of pond number two, is expected to contain .40 acre-feet of runoff. Total <br />capacity of all three ponds is calculated to be 5.68 acre-feet of runoff (slightly more than the expelled runoff from the 10 <br />year 24 hour precipitation event of 5.6 acre-feet). <br />The size of pond number one has not changed. The operator just recently cleaned it out so the capacity is expected to be <br />2.26 acre-feet. Pond number two has been moved to the north because the highwall has moved. Currently, its capacity is <br />unknown. This is noted as a problem on page 3 of this report. The operator shall be required to submit a revised Mining plan <br />map showing the new location and the constructed dimensions of the pond. It must be capable of containing 3.02 acre-feet, <br />or more, of runoff from the evaluated 55 acre watershed. <br />Pond number three has been totally eliminated because the area is being used to stockpile processed material. Having two <br />ponds capable of containing all the runoff from the 2 year 24 hour event (the design event) there is probably no need for the <br />third pond. However, three ponds were approved in TR-001 and the only way to eliminate one of them is to submit another <br />Technical Revision. But, as history has shown, this area is subject to occasional heavy precipitation events and, it would <br />provide a larger safety margin if three, or more, ponds were available to capture stormwater runoff from the disturbed <br />areas. For now, the elimination of pond three is noted as a problem on page 3 of this report. The operator shall be required <br />to submit a technical revision to eliminate pond number three (and a very good reason to do so) or re-excavate the previous <br />pond, or construct a new pond with similar dimensions at a location which will capture stormwater runoff exactly like the <br />approved pond number three. <br />The correMive action dates for both noted problems shall be 60 days, or September 6, 2002. <br />Note that Red Creek is not flowing at this time. <br />No other problems observed. <br />I & E Contact Address <br />NAME: Mr. Robert Stack <br />OPERATOR: Red Canvon.
