III. COMMENTS -COMPLIANCE <br />Colowyo C-1981-019 <br />20 June 2007 c~~ <br />Pg 1/b <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection of the Colowyo Mine conducted by Jim Stark of <br />CDRMS. The inspection was conducted on 20 and 22 June 2007. Tony Tennyson and <br />Allison White (a summer intern) of CCC accompanied me on the inspection on 20 <br />May 2007 and Tony Tennyson accompanied me on 21 May 2007. Tay Tonoai and I <br />discussed some of the permitting actions that are currently outstanding at the <br />Colowyo Mine and ones that are in the planning stages. The mine was actively <br />mining coal and hauling coal to the loadout at fhe Time of the inspection. The <br />weather was hot and sunny and the ground was dry. <br />The final approval for the South Taylor expansion (Permit Revision 02) was received on <br />Friday, 15 June 2007. On Friday Colowyo received a copy of the signed mine plan <br />approval from the Assistant Secretary of the Department of Interior. Colowyo may <br />now perform the approved work in the new disturbance area. <br />No documents were hand-delivered at the time of the inspection. <br />Availability of Records: All of the necessary records were available at the mine <br />office. The records are in the records room. Please see the DRMS Availability of <br />Records form at the end of this inspection report for more detailed information <br />regarding the required records. <br />Signs and Markers: -All of the necessary signs were in place as required at the time <br />of the inspection. Mine ID signs were in place at the main entrance and at all of the <br />ponds along Colorado Highway 13 as required. All topsoil stockpiles had signs. <br />Roads: -The mine access road and haul road to the Gossard Loadout is a paved <br />road. The road was well maintained and in good condition. <br />-The light-use road in Taylor Draw to the West Pit Pond and East Taylor Pond was <br />stable and well maintained at the time of the inspection. There were some ruts but <br />overall the road was in good condition. <br />-The haul roads in the East and West pit areas were all well maintained and stable at <br />the time of the inspection. The roads were dry and there was some fugitive dust at <br />the time of the inspection. The operator was constantly watering the roads to try to <br />keep the dust down. No erosional problems were noted on these roads. <br />-The light-use roads around the Gossard Loadout and to the rail loop were well <br />maintained and in good condition. <br />
