III. COMMENTS COMPLIANCE <br />Below are correnents on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />This was a complete inspection conducted by Tom Kaldenbach and Dan Hernandez of CDMG. Karl <br />Koehler and Billy Nicholson represented the operator <br />Trapper had 0.42 inches of rain two days earlier. The weather was hot and the ground was <br />dry everywhere except in a few low spots. <br />Draglines were in operation in D and A pits. The dragline in F pit was undergoing a tub <br />repair expected to last a few more weeks. <br />AVAILABILITY OF RECORDS <br />The records checklist is attached. All required records were available in Trapper's <br />office. We also checked the availability of records on file at the Moffat County <br />Courthouse. The required records were there: these are: the 1999 blasting notice and the <br />only permitting action currently in r'eview.TR-82. Also at the Courthouse was Trapper's <br />Phase I/II Bond Release Application which CDMG approved in 1998. <br />SIGNS AND MARKERS <br />Mine id. and blasting warning signs were properly displayed at all public entrances to the <br />permit area. Permit boundary markers and topsoil markers were displayed at the numerous <br />locations inspected. <br />ROADS <br />The surfaces of haul roads, access roads. and light duty roads were in good condition with <br />the following two exceptions where there were gullies: the access road next to East Pyeatt <br />#1 pond and the access road leading down to Ute pond from the north. The operator regraded <br />the Bullied road surfaces. ' <br />Haul road embankments and cut-slopes showed minimal erosion. Ditches next to roads <br />appeared to have design capacity. <br />The operator has recently regraded the access road leading down to Oak #1 pond. The <br />regrading will help ensure runoff from the haul road uphill does not flow to undisturbed <br />ground. and, just above the pond, runoff will be directed off the access road. Trapper <br />installed a culvert underneath the access road at a point where runoff was crossing the <br />road a short distance uphill from Dak #1 pond. <br />HYDROLOGIC BALANCE <br />Ditches and Culverts -The perimeter ditch on the west end of Trapper has design capacity. <br />The perimeter ditches on the south side of Trapper in Deer. Elk, and Ute Gulches were in <br />good condition. The collection ditches in the Buzzard drainage and the eastern West Flume <br />diversion ditch are also in good condition and have design Capacity. Numerous culverts <br />inspected were clear and not eroded. <br />Page 3 <br />
