3• A channelized ditch extending from [he westerly edge of [he second pond
from the southern boundary of the permit area may not conform to the
permit.
(Although a ditch was indicated on the Site Plin Map in the permit, it
was not described in any detail as to its size, shape, or function. It
is unclear if the ditch has been modified during the excavation phase
of the operation.)
4. Excavation of the series of ponds does not conform to the size, shape,
or extent described on the Mining and Reclamation Plan Maps in the
permit.
(Additional excavation may be necessary for irregularity of pond shapes
as approved in the permit. An adjustment in the amount of [he existing
bond may be necessary in order to account for the changes in the extent
of surface disturbance which has occurred on the site since the time of
issuance of the original bond and permit.)
5. Stress fractures are evident along the north and east banks of the
southern most pond. Additionally, shoreline erosion is evident along
the east shoreline of the same pond. '
(Seepage was observed to be washing out the sandy subsurface material
of the banks. The slope of the east bank approximated 2:1 from visual
observation. This may partially account for the observed in~[abili[y
and erosion.)
6. Field observation indicated the possibility that topsoil was not evenly
distributed over [he affected land. Textural quality of the surface
material varied from sandy loam to coarse sand over different porticns
of the site.
(The permit indicated that approximately one foot of loam occurred
over the undisturbed site prior to excavation. Subsurface investigation
and soil mappiny was not made at the time of this inspection but should
probably be done if conclusive verification of surface conditions becomes
necessary.)
No topsoiling has occurred in the central area where screening and truck
traffic occurred. ,
(This portion of the site is also compacted to an extent that ripping
or chiselling may 6e necessary prior to topsoiling in order to create
a suitable root growth medium.)
7. Previous revegetation efforts have not been successful. Weeds are the
dominant vegetation occurring on the site.
(Failure to obtain adequate vegetation on the site could be due to any
number or combination of events (e.g., lack of adequate soil nutrients;
failure to fertilize or base fertilization rates on soil tests or plant
needs; improper establishment techniques or failure to consider the
proper time and sequence of seeding, incorporation of soil amendments,
