Inspection Report • • <br />November 10, 1980 <br />Page Two <br />3• A channelized ditch extending from [he westerly edge of [he second pond <br />from the southern boundary of the permit area may not conform to the <br />permit. <br />(Although a ditch was indicated on the Site Plin Map in the permit, it <br />was not described in any detail as to its size, shape, or function. It <br />is unclear if the ditch has been modified during the excavation phase <br />of the operation.) <br />4. Excavation of the series of ponds does not conform to the size, shape, <br />or extent described on the Mining and Reclamation Plan Maps in the <br />permit. <br />(Additional excavation may be necessary for irregularity of pond shapes <br />as approved in the permit. An adjustment in the amount of [he existing <br />bond may be necessary in order to account for the changes in the extent <br />of surface disturbance which has occurred on the site since the time of <br />issuance of the original bond and permit.) <br />5. Stress fractures are evident along the north and east banks of the <br />southern most pond. Additionally, shoreline erosion is evident along <br />the east shoreline of the same pond. ' <br />(Seepage was observed to be washing out the sandy subsurface material <br />of the banks. The slope of the east bank approximated 2:1 from visual <br />observation. This may partially account for the observed in~[abili[y <br />and erosion.) <br />6. Field observation indicated the possibility that topsoil was not evenly <br />distributed over [he affected land. Textural quality of the surface <br />material varied from sandy loam to coarse sand over different porticns <br />of the site. <br />(The permit indicated that approximately one foot of loam occurred <br />over the undisturbed site prior to excavation. Subsurface investigation <br />and soil mappiny was not made at the time of this inspection but should <br />probably be done if conclusive verification of surface conditions becomes <br />necessary.) <br />No topsoiling has occurred in the central area where screening and truck <br />traffic occurred. , <br />(This portion of the site is also compacted to an extent that ripping <br />or chiselling may 6e necessary prior to topsoiling in order to create <br />a suitable root growth medium.) <br />7. Previous revegetation efforts have not been successful. Weeds are the <br />dominant vegetation occurring on the site. <br />(Failure to obtain adequate vegetation on the site could be due to any <br />number or combination of events (e.g., lack of adequate soil nutrients; <br />failure to fertilize or base fertilization rates on soil tests or plant <br />needs; improper establishment techniques or failure to consider the <br />proper time and sequence of seeding, incorporation of soil amendments, <br />
