Shelton <br />Director <br />BRAD JANES <br />Reclamation Specialist <br />November 10, 1980 <br />INSPECTION REPORT <br />RE: Kilgroe-Atchison Pit, reclamation status <br />Our File: N77-526 <br />SYNOPSIS: In the morning of November 10, 1980, I telephoned the offices of <br />Kilgroe-Atchison Construction and Paving Co., and informed them that an <br />on-site inspection of the above operation would take place that day. Per <br />that phone conversation it was learned that the operation was entirely in <br />the reclamation phase and that all extraction activities had ceased. To <br />their knowledge, the only reclamation problem concerned the revegetation <br />of the southernmost pond. Mr. Atchison has retired from the business. <br />That same morning, I met at the site Mr. Larry O'Brian (consultant for the <br />Frei Bros. who wish to assume the operation and expand it) and Mr. Jack <br />Worthing (land owner). Based upon the on-site observations described below, <br />and a study of the permit, it appears that [he mining plan was not followed <br />and subsequently the operator is in violation of his permit. Furthar, it <br />appears that reclamation and revegetation of the site is, at present, not <br />successful. <br />OBSERVATIONS: The following observations were made upon walking the perime- <br />ters of the permit area. Parenthetic statements indicate possible problems <br />andlor discrepancies between the on-site observations and the permit. <br />Weigh station and scales are present and indicate [hat removal of <br />stockpiled material is probably ongoing. Stockpiled gravel and <br />topsoil/subsoil material is evident at different locations along <br />the west boundaries of the site. <br />(The application stated that all stockpiled material and equipment <br />would be removed from [he site.) <br />2. Concrete forms and rubble are present along the east bank of the <br />South Platte River and on some pond dividers. Material along the <br />banks of the South Platte was possibly intended as rip-rap to <br />control bank erosion. <br />(If material was used as rip-rap, the operator may need to have an <br />Army Corps of Engineers.404 Permit. Additionally, rubble located <br />on other portions of the site, and including material along the <br />South Platte, was not mentioned in the permit.) <br />
