III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations <br />made during the inspection. Comments also describe any enforcement actions taken during <br />the inspection and the facts or evidence supporting the enforcement action. <br />On May 31 to June 2, 1995 a complete inspection was conducted at the Golden <br />Eagle Mine. Present during the inspection was Buddy Gordon and Randy Price. <br />The weather was threatening showers on Wednesday and partly cloudy on <br />Thursday and Friday. The ground was saturated from recent rains. Monitoring at <br />the Golden Eagle Mine show that 2'/e inches of rain fell from Saturday through <br />Monday of this week. The rain fell steadily and did not appear to be ra cloud <br />bursts as is characteristic of the storms in late summer. The sediment control <br />system appeared to have held up very well and only minor erosion and siltation <br />problems were noted in ditches and culverts. <br />Supply Yard Area <br />The supply yard did not have any leaking drums and fuel tanks were bermed and <br />non-leaking. The bulk fuel storage and Containerized Lubricant Stor,ge area <br />was clean and non-leaking. The slope above the storage area had recently been <br />mulched and seeded. Drainage from this pad flows through D19 and this ditch <br />was clear. The clean water ditch D-4 was clear and functioning. Ditch D-6 and <br />culvert C- 3 along the acess road was clear and functioning. The clear water <br />ditch along the west side of the access road had been recently recut. <br />Purgatoire River <br />The river is running higher from the spring snowmelt but recent cool weather has <br />delayed the peak flow. The Arkansas river basin has over 200 % of normal snow <br />pack. <br />t <br />
