• (Page 2I • <br />MINE ID # OR PROSPECTING ID # M-1980-146 <br />INSPECTION DATE 6-30-2000 INSPECTOR'S INITIALS SSS <br />OBSERVATIONS <br />This was a routine partial inspection of the Montoya pit, conducted as part of the Division's monitoring program for <br />permitted mine sites in Colorado. The inspection was also conducted to evaluate current site conditions for use in updating <br />the reclamation cost estimate and, if necessary, the financial warranty. <br />The site is active with one to three crushing units operating at any time. Scrapers were being used to strip the overburden <br />and place it beside and behind the highwall for use in backfilling. The operator has discovered an area at the southwest <br />corner of the site where the cemented layer, that creates the pit floor for the rest of the pit, does not exist. This area is <br />estimated at 250 feet by 35 feet and has been mined approximately 15-20 feet below the permitted pit floor elevation. <br />C and J will need to submit a revision to the permit that incorporates this change in the mining and reclamation plan and <br />reclamation cost estimate. It appears that there is ample overburden on site to fill this current "trench" area but the <br />reclamation plan and cost estimate does need to address this additional task. <br />The excavation of the "trench" does daylight in a drainage at the permit boundary. C and J must also, in the revision <br />application, address sediment control plans to prevent off-site erosion and sedimentation in this location. <br />All highwalls and backfilled areas appeared to be stable, including the area where the gas line is buried at the crest of the <br />north highwall. <br />No significant signs of erosion or sedimentation were noted. <br />Some patches of weeds were noted around the site. The weed problem is minimal at this time, but C and J needs to <br />perform weed control measures as necessary to control noxious weeds and weeds that may hinder the revegetation on <br />the reclaimed areas of the site. C and J needs to draft a weed control plan that includes measures for annual monitoring <br />and control of noxious and non-noxious weeds on the permit area. This plan should be drafted with input from the county <br />weed control agent, and can be incorporated into the permit as part of the revision required above. <br />DMG attempts to update reclamation cost estimates every four years. The Montoya Pit reclamation cost estimate will be <br />recalculated in the near future and will be forwarded to C an J. If additional financial warranty is required for reclamation <br />of the site, as determined by the updated reclamation cost estimate, C and J Gravel Products, Inc. will have 60 days from <br />the date the estimate is mailed, to submit adequate financial warranty. <br />Responses to this inspection report should be directed to Steve Shuey at the Division's Durango Field Office.
