~: <br />y <br />MINE SITE EVALUATION INSPECTION REPORT PAGE 7 <br />Fruita 1 & 2 <br />SIGNS AND MARKERS <br />Perimeter markers are not in place yet because MLRD did not require them <br />under the interim program. The interim regulations require perimeter <br />markers. This matter will be addressed in the State Evaluation. <br />TOPSOIL <br />There are three topsoil stockpiles on site. The A&B horizon stockpiles <br />are well vegetated. The third topsoil stockpile has very little vegeta- <br />tion. It would be a good idea to construct a berm around this pile <br />until vegetation becomes better established. <br />HYDROLOGY <br />Two sediment ponds are located on site: The west or main sediment pond <br />and the east or secondary sediment pond. Both ponds appeared to be <br />adequate. Some maintenance work is needed on berms and ditches. <br />• WATER QUALITY <br />Water monitoring records through 9/30/82 were sent by Dean Massey due to <br />the fact that they could not be located at the mine office. No dis- <br />charyes were reported. <br />The baseline monitoring plan will consist of nine wells for ground water <br />monitoring. A spring and seep inventory of the Coal Gulch drainage has <br />been conducted and an additional survey of other drainages in and ad- <br />joining the five year lease area will be conducted. Since surface drai- <br />nages are intermittent, regular sampling of surface flow will not be po- <br />ssible. Samples will be collected during flow events at Coal Gulch and <br />Big Salt Wash. <br />DISPOSAL OF COAL PROCESSING WASTE <br />An area has been permitted for storage of coal refuse. The area is lo- <br />cated across the road from the R.O.M. storage on the lower bench. <br />ROADS <br />An exploration road has recently been constructed without an exploration <br />permit. (See State Enforcement Actions.) <br />STATE ENFORCEMENT ACTIONS <br />Jim Herron of MLRD issued NOV 82-59 on 11/25/82 for failure to operate <br />in accordance with the approved MRP. Remedial measures call for <br />regrading and seeding the road by December 13, 1982.. <br /> <br />
