III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />This inspection had two purposes. The first was to do a partial inspection of the Bowie No. 2 Mine site. <br />The second purpose of this inspection was to inspect three exploration drill sites associated with the <br />Bowie No. 2 Mine to determine if the reclamation bond can be released. Bill Bear represented the <br />operator during the entire inspection. In addition, Field Minor Revision No. 61 was approved, as <br />described below. <br />Partial Insaection of the Bowie No. 2 Mine <br />Facilities <br />The longwall is back up in the B-seam panel. There was only a small amount of coal that was <br />stockpiled on the coal stockpile bench and on the D-seam portal bench. There were no signs of fugitive <br />dust offsite. <br />Roads <br />The main paved haul road was in good condition. The guard rail was in place. The access road up to <br />the utilities bench was in good condition with the berm up on the outside edge of the road. <br />Hydrology <br />There was only a little water in Pond B. The inlet of the primary dischazge tube was attached to the <br />float and the gated valve of the primary was closed. The pond has been recently cleaned out. There was <br />moderate vegetative cover on the pond embankment outslope, although the silt fence was still <br />functional at the base of the embankment outslope. <br />Pond C was in the process of being cleaned out. Only a little water was in the pond. Pond spillways <br />were operational, although the gated primary valve was closed. The water level in Pond D was at the <br />top of the primazy discharge tube. There was no dischazge since the gated primary valve was closed. <br />Only a little standing water was in Pond F. The primary discharge pump was in place. However, the <br />primary discharge tubes leading to and from the pump were 3 inches in diameter while the pump inlet <br />and outlet connections are for 4 inch diameter tubes. The operator will look into this issue and either <br />change tube diameters or show that the current setup is acceptable as faz as pond dewatering time. <br />Coal Waste Pile No. 2 <br />The operator was hauling coal waste to coal waste pile no. 2. The material was being spread and <br />compacted. The top of the pile had positive drainage. In the back of the coal waste pile, the <br />underdrains were exposed, as designed. <br />
