Enforcement <br />action forthcoming. <br />OBSERVATIONS OF I.`~ORTAN~: <br />1. The area has essentially been clear cut of cottonwood attd willow. Dozer and buzz saw <br />were used as evidenced by cut and ripped stumpage. <br />2. Cut timber has been windrowed along the Colorado River to within 10 to 20 feet of the <br />bank far the entire length of the. permit boundary. <br />3. The windrow is heavily mixed with the boles, branches, and stumps of the ~:ottonwood <br />trees, along with soil, indicating that much of the material was pushed there with a dozer <br />blade. <br />4. Screeners have been stored on the northern portion of the site, however, no other <br />equipment or heavy machinery was observed. __ <br />5. The 25 foot buffer next to adjacent lands has also been disturbed. No trc-~~s, and only <br />some patches of grass remain. <br />6. Wetland areas and areas north on the permit area have not. been affected. The activity <br />seems to have been confined to the observed clearcttt. <br />7. It should be noted that the permit called for the removal of appro:<imatclc 170 to 220 <br />cottonwood tress with an equivalent number to remain. Only two cottonwoods remain nn the <br />permit area. <br />8. The wetland area occurs on the low-lying areas near the center of the permit area. <br />Rushes, cattail, horsetail, willow, tamarax, and other species were observed.
