<br /> <br />adit to the tailings pond over a 90 day period could cause the pond to overflow, if the <br />pond already contained the 100 yeaz storm flow. Since 1996 Franklin has installed <br />both a spray evaporation system and a land application system which will dispose of <br />water at a faster rate than it builds up from the estimated adit overflow. Therefore, the <br />calculations performed in 1996 are no longer vahd, and there is no need for a process <br />water storage capacity plan. <br />4. If the DMG does not approve the reclamation plan noted in Item 2, and if the DMG <br />disagrees with the conclusions in Item 3 above, then Franklin will implement the <br />following plan within 90 days, or by January 31, 1998, prior to Spring snowmelt: <br />The tailings will be removed from the thickener in the mill, if necessary, to <br />provide for approximately 80,000 gallons additional process water storage <br />capacity. <br />Additional tailings will be removed from the pond, if necessary, to provide for <br />additional process water storage capacity, or <br />The berm of the pond will be elevated, if necessary, to provide for additional <br />process water storage capacity. <br />Prior to implementing these actions, Franklin/Walsh request a meeting with the DMG to <br />determine what additional process water storage capacity, if any, is necessary. <br />Please call if you have any questions or comments. <br />Sincerely yours, <br /> <br />James B.
