Elk Creek C-1981-022 <br />18 June 2007 ~a- <br />P9 2/3 <br />Hydrologic Balance (cont.): - Pond C is a concrete dam below the West Valley Fill. The <br />dam appeared to be stable at the time of the inspection. The pond was dry at the time of the <br />inspection. <br />- `Pond D contained water approximately two feet below the top of the discharge pipe and <br />was not discharging at the time of the inspection. The pond embankment was well <br />vegetated and appeared to be stable at the time of the inspection. No erosional problems <br />were noted on the pond embankment. Pond D has a trash rack and an oil boom and it was in <br />place. There is a lot of coal fines and sediment at the inlet of the pond. This pond is <br />scheduled to be cleaned on or around 16 July 2007. The operator is first planning on <br />pumping some of the water into Pond B then cleaning out the pond. The wet pond-cleaning <br />material (from both Pond B and Pond D) will be transported to the East Yard Pond until it is <br />dry. Once it is dry it will be hauled to the II West Valley Fill. <br />- Pond E is a concrete dam below the II-West Valley Fill. The pond was dry at the time of the <br />inspection. The concrete dam appeared to be stable. <br />- Pond F contained a small pool of water and was not discharging at the time of the <br />inspection. The embankment was well vegetated and appeared to be stable. No erosional <br />problems were noted on the pond embankment. The emergency spillway was stable. <br />- The pond by substation 3 is an incised pond. The pond was dry at the time of the <br />inspection. The pond is stable and no erosional problems were noted. <br />- The ditches along the haul road to the Elk Creek facilities area were all cleaned and <br />appeared to be stable and functioning as designed. All of the sumps in the ditches were also <br />clear. No erosional problems were noted in any of the ditches. <br />- The perimeter ditch that catches run-off from the Hubbard Creek fan pad was stable at the <br />time of the inspection. The perimeter ditch that routes freshwater around the fan pad was <br />also stable at the time of the inspection. No erosion problems were noted at either dich. <br />Backfilling and Grading: -The backfilled and regraded Sanborn Creek portal area was <br />stable and in good condition at the time of the inspection. There was no settling or cracking <br />at the location of the backfilled portal or the bench where the portal was located. The <br />reclaimed area was well vegetated with a few weeds. <br />Explosives: -The explosives magazines were in place just below Pond D and the elevated <br />conveyor from Elk Creek portals to the coal stockpile at the time of the inspection. The small <br />pad where the magazines are located was stable and in good condition at the time of the <br />inspection. <br />Processing Waste: -The West Valley Fill was well maintained and stable at the time of the <br />inspection. There was no water pooling on the pile and all of refuse has been spread and <br />compacted on the pile. There is approximately 10 vertical feet left on the pile, based on the <br />operator's recent survey and the survey stakes that have been placed in the ground. The <br />operator plans to use the West Valley Fill during the winter months and the II-West refuse <br />pile during the summer months. This will extend the life of the West Valley Fill. The <br />reclaimed outslopes of the pile were all well vegetated and stable. No erosional problems <br />were noted on the pile's outslopes at the time of the inspection. <br />-The II-West refuse pile has the beginning of the first lift placed on it. There were eight piles <br />of refuse on the pile waiting to be spread and compacted at the time of the inspection. The <br />pile appeared to be well compacted and there was no water pooling on the pile at the time of <br />the inspection. This pile will be used in the summer months due to the steepness of the haul <br />road. <br />0- <br />
