Review of the annual reports on file indicates that the affected area may be greater that the <br />9.6 acres it is permitted for. The 1992 Annual Report map illustrated that 13.6 acres were <br />affected; the 1993 map illustrated 10.4 acres affected; the 1994 map illustrated 14 acres; and the <br />1995 map illustrated 10.5 acres of affected land. <br />2. A "pace" estimate of the area of affected land measured 900 ft. by 660 ft., totaling <br />approximately 594,000 sq. ft., or approximately 13.6 acres. As pacing is a rough estimate, it is <br />recommended that the County survey the site by March 5, 1997, weather permitting, to determine <br />the actual acreage of affected land. Please review Rule 1.1(3) of the Rules and Regulations for <br />the definition of affected lands. <br />Please inform the Office ofyour plans regarding this issue by March 5, 1997. <br />3. The site was posted with a sign; however, boundary markers were difficult to identify. It <br />is recommended that boundary markers be located closer to one another, and made more visible. <br />Please note that boundary markers should correlate to the boundary of lands permitted to be <br />affected, such that these boundaries are clearly visible and delineated (Rule 3.1.12(2)). The site is <br />located immediately adjacent to and east of Montrose County's Nucla Pit, Permit Number M-83- <br />162. <br />Please inform the Office ofyour plans regarding this issue by March 5, 1997. <br />4. Active screening was ongoing in the pit, generating much dust on and offsite. Please <br />check to ensure that dust emissions comply with the limitations specified in your Air Pollution <br />Control Division Permit. <br />5. The BLM had informed the Office that an asphalt batch plant is located in the pit, <br />requesting that it be relocated offof BLM property, or that the County contact the BLM in <br />regards to allowing such a facility on BLM property. The Mining Plan, Exhibit C of the Permit, <br />does not mention an asphalt batch plant as part of the operation. A Technical Revision of the <br />Mining Plan is required to note this use. <br />.; <br />Please inform the Office ofyour plans regarding this issue by March 5, 1997. <br />
