Mr. Rick IvLlls accompanied the inspection. <br />Weather was warm and cloudy. Mine site is dry. <br />Records: Records were checked at the Routt County Court house on August 17, 1999. No current permitting actiol <br />are active for this permit so no permit revision applications are presently requ'Ired to be filed at the courthouse. DMC <br />discussed with the operator the need to submit a TR to the permit to update recent ownership and control changes. <br />Records were checked at the mine office. Records are orderly and well organized. Records on file aze up to date for <br />this quarter. <br />Sims and Markers Mine ID signs are posted along public roadways. Additional disturbance area markers are neede <br />throughout the Eckman Park and Mine 1 areas. Metal fence posts with white painted tops were observed to define <br />disturbance boundary on the West side of Area 41. Additional frequency of disturbance area markers is needed. <br />Definition between Area 31 phase III bond released area and adjacent unreleased areas is needed. Boundary of Area <br />along the North and East extent needs definition. Mine 1 boundaries needs additional definition. <br />Roads: Access roads through Eckman Pazk remain in good condition. Area 41 roadside ditch along West side needs <br />additional clean out of rock check dams. Check dams are functional but do not have sediment storage for future <br />precipitation events. The road in Area 6l is in good condition. <br />HydrolQg~c Balance: Site is dry with Stockponds drying. Stockponds 31-H and 31-F contained a small amount of <br />water, well below the spillway level. PG-3 ] -1 sec. C and PG-31 A sec.A and B are holding up well drainage was dry <br />with no flow from Spoil Spring located adjacent to PG-3 ] . PG 31 A sec. C south of stockpond 3 I F is downcutting 2 <br />30 inches. This drainage needs flow energy dissapators. This was discussed with the operator. Rock check dams, br <br />dams or other flow retardants could be implemented. <br />Pond A was discharging, no problems noted with this pond. Waterfowl was present in pond A. Pond H flow <br />measurement wier continues to leak around edge. The operator has a replacement flume ordered. Once this is receiv <br />the operator will install a flume for discharge flow measurement from pond H. Flow measurements are currently take <br />at Pond H by either temporary sealing the leak or measuing the flow exiting the highway culvert. <br />Vegetation continues to estabhsh on reclaimed Pond K. <br />Field measurements on Area 61 Spoil spring were: EC=3000 uhos/cm, pH=6.82, Temp.=14° C, time=] 2:45pm <br />
