III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology (DMG) The weather on this day was clear and sunny. Ground conditions <br />were muddy and snow-covered due to heavy snowfall on the previous day. <br />Signs and Markers <br />Roads <br />The Jeff Canyon Haul Road was passable but the road surface and ditches were generally <br />snow-covered. Follow-up inspection on the 13`" indicated that the road ditch along the south <br />side of the road that was reconstructed across the disturbed area had been cleaned of <br />sediment. This portion of permanent road seems uneven regarding grade, resulting in <br />standing water and poor drainage, In addition, the road and ditches are sub)ect to excessive <br />sedimentation. The road is necessary to access other non-coal related activities on the <br />property. The operator should consider a possible revision to the permit to reconstruct this <br />road on the south side of the disturbed area. <br />The mine entry sign and blasting signs remain posted on the south side of the badge at the <br />mine entrance from Highway 12. The mine entry sign is in compliance with Rule 4.02. <br />
