I believe the basis for it comes from the fact that in the <br />larger/longer ditch systems, it can take 72 hours (or more) to get water from the headgate to the end of the ditch, <br />so holding water for 72 hours to build up enough head to efficiently irrigate a filed was still deemed as direct <br />irrigation. <br />As far as I know, the only place it is sort of written down is in the Water Administration Questions DWR Public <br />Folder under the 1996 to 2002 Combined entry. <br />Dave <br />From: Comaniciu, Ioana <br />Sent: Friday, August 11, 2006 2:59 PM <br />To: Nettles, David <br />Subject: 72 hour rule <br />Good Afternoon Dave, <br />I received a question on the 72 hour rule for temporary retention of storm water. Do you know if this is written rule <br />or policy and if it is can I get a copy?
