III. COMMENTS -COMPLIANCE Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action. BAES At the fan SAE, a small hole has opened up at the top of the backfilled slope. This hole must be filled in very soon and the portal area watched for any reoccurrence of this problem. At the office SAE, the visual slump markers showed no sign of movement. PORTAL BENCH The portal bench and associated outside berm are functional in stopping rockfalls from the portal highwall. However, just to the west of the old highwall rockfall, the portal bench has eroded into the outside berm. This berm should be repaired. There were no problems observed with the facilities in the yard area. However, in the area between the yard west fence and the alluvial well, there is an old piece of machinery and some telephone line that need to be removed. The telephone line is in the trees and the piece of machinery is about 100 feet upgradient from the yard west fence. REVEGETATION At the office SAE, the vegetation diversity was good. At the yard area, in the area between the gate and pond, most of the vegetation appeared to be smooth brome, with a little wheat grass and timothy. The vegetation on the east end of the yard area appeared to be stressed, with a lot of timothy and some smooth brome. At the west end of the yard area, there was a good mix of timothy and smooth brome, with a little orchard grass. TOPSOIL Division personnel dug fifteen holes, using a hand auger, in order to determine topsoil depths and the nature of the underlying substratum. The location of each hole is shown on Figure 1 and the results are shown in Table 1, both in this report. 2
