III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />BAES <br />At the fan SAE, a small hole has opened up at the top of the <br />backfilled slope. This hole must be filled in very soon and the <br />portal area watched for any reoccurrence of this problem. At the <br />office SAE, the visual slump markers showed no sign of movement. <br />PORTAL BENCH <br />The portal bench and associated outside berm are functional in <br />stopping rockfalls from the portal highwall. However, just to the <br />west of the old highwall rockfall, the portal bench has eroded into <br />the outside berm. This berm should be repaired. <br />There were no problems observed with the facilities in the yard <br />area. However, in the area between the yard west fence and the <br />alluvial well, there is an old piece of machinery and some <br />telephone line that need to be removed. The telephone line is in <br />the trees and the piece of machinery is about 100 feet upgradient <br />from the yard west fence. <br />REVEGETATION <br />At the office SAE, the vegetation diversity was good. At the yard <br />area, in the area between the gate and pond, most of the vegetation <br />appeared to be smooth brome, with a little wheat grass and timothy. <br />The vegetation on the east end of the yard area appeared to be <br />stressed, with a lot of timothy and some smooth brome. At the west <br />end of the yard area, there was a good mix of timothy and smooth <br />brome, with a little orchard grass. <br />TOPSOIL <br />Division personnel dug fifteen holes, using a hand auger, in order <br />to determine topsoil depths and the nature of the underlying <br />substratum. The location of each hole is shown on Figure 1 and the <br />results are shown in Table 1, both in this report. <br />2 <br />
