III. Comments - Compliance
Below are particular issues with regard to any of the compliance items.
Enforcement actions resulting from failure to comply with the Act, Rules
and Regulations, and the permit also are identified below.
1. The operator has installed a number of permit markers. Those most
readily seen during the inspection were located along the outside
perimeter adjacent to the county road. Bob Liddle will assess the
adequacy of existing markers during the November inspection.
2. The operator has installed a berm and drainage ditch along the
outslope of the mine bench. The ditch drains to the north where it is
intercepted by a drop inlet structure to coming the flow to the sediment
pond. The drop inlet structure is reinforced with a concrete headwell
and a trash rock has been installed at the inlet. Flow runs through of
CMP culvert and is the conveyed to a PUC pipe for final conveyance to the
pond. The lead inspector will determine if the drainage is constructed
as designed during the November inspection. The operator needs to submit
as built designs on the drainage modifications of the mine bench.
3. The new truck scale is almost completed. Final grading work was
being done during the inspection. Straw bales are being used along
Hubbard Creek as temporary sediment control measures.
