COMMENTS -COMPLIANCE <br />Deserado C-1981-018 <br />20 September 2007 <br />Page 3/4 <br />Processing Waste (cont.): -All of the stockpiled refuse on pile RP-Sa (that is stockpiled <br />over the winter months) has been spread and compacted. The stockpile was in the <br />same place it always is, on the southeast portion of the pile. As stated in last month's <br />inspection report (22 August 2007j, the contractor used two farm tractors each <br />towing two scraper bowls. Again, the only concern the Division has with the <br />operation is that the farm tractors and scraper bowls are generally lighter than a <br />scraper so it will be necessary to ensure that proper compaction of the refuse is being <br />achieved at various points during the operation. The Division will need to carefully <br />review the compaction testing data for refuse pile RP-5a. During the inspection the <br />operator was smoothing the surface of the pile using a chain dragged by a dozer. <br />They were also performing additional compaction on the pile with their haul truck <br />(driving it over the surface of the pile). Although we did not venture onto the refuse <br />pile because of the operation, the refuse pile did appear to be well compacted and <br />stable at the time of the inspection, as indicated by the fact that the haul truck did <br />not gppear to be sinking into the refuse or having traction or rolling resistance related <br />problems. The pile was properly graded to allow water to flow off of the surface of <br />the pile to Pond RP-5. No erosional or stability problems were observed on RP-5a at <br />the time of the inspection. <br />- Refuse Pile RP-1 has been reclaimed. The pile is well vegetated and stable and no <br />erosional problems were noted on the pile at the time of the inspection. Although <br />the pile is reclaimed and vegetated, it has not yet received any phase of bond <br />release. All of the runoff from RP-1 goes into pond RP-1. <br />Support Facilities: -The loadout structure was stable at the time of the inspections. <br />No problems were observed. There did not appear to be any commingling of <br />equipment between the mining and rail operations at the time of the inspection. The <br />operator was not loading a train at the time of the inspection. <br />-The pad at rock dust tank RDH-2 was stable at the time of the inspection. There <br />were no erosional problems noted on the pad. The pad is an SAE. There was, <br />however, some spilled rock dust on the pad below the tank that will need to be <br />cleaned up. <br />-The water tank bench was stable at the time of the inspection. No erosional <br />problems were noted on the pad. The WMVS is located adjacent to the water tank. <br />The area is fenced off and appeared to be stable. <br />-The processing plant bench was stable at the time of the inspection. The area is <br />used for the storage of some mine equipment and supplies. There is also a small coal <br />stockpile on the pad. No problems were noted on the pad. <br />-The slot storage pad was stable at the time of the inspection. No erosional <br />problems were noted on the pad or the outslopes of the pad. There was, however, <br />some erosion on the road to the slot storage. This erosion has become progressively <br />worse over the summer and it is time to blade the road and fix the rilling problems on <br />the road before they become a major issue. <br />
