J.C. Burdick was present during the
inspection. Weather conditions on site were clear and cool. Ground conditions were dry.
The site is situated between the Buster's property, and is immediately east of Quarry A
(permit No. PI-81-107 and M-84-018). A 110 permit was issued to 8 & G Stone on August 25,
1987 for a total of 5 acres. On December 11, 1992, a technical revision was approved to
amend the cor..figuration of the 5-acre permit boundary.
The Division surveyed the site using the Global Positioning System (GPS). The permit
boundary mar};ers were surveyed in addition to the affected area. The affected area is
approximately 4.5 acres in size. All mining disturbance was located within the 5-acre permit
area. A map is attached for further detail.
Two issues were identified during this inspection that will need to be resolved;
1. The 110 Mining and Reclamation Permit is under the name B & G Stone. Since 1996, the
annual reclamation reports have been signed under the name Rocky Top Stone. If Rocky Top
Stone and :zot B & G Stone operate the site, then the permit will need to be transferred.
Enclosed i:> a copy of a Transfer of Mineral Reclamation Permit and Succession of Operators
Application Package. See page 3 for compliance due dates.
2. The Division currently holds a bond in the amount of $3,000.00. C.R.S. 34-32.5-
117(4)(c)(L)(a) states that the Board may increase the amount and duration of a required
financial warranty to reclaim the site. The Division estimated the cost to reclaim the
B 6 G Stocie Quarry to include backfilling & grading, revegetation, and mobilization/
demobilization to and from the job site. The Division's estimate based on the site
conditions and permit requirement totals $7,300.00. The operator has the following
options;
• Post an additional $4,300.00 within 60-days of receipt of this report (for a total of
$7,300.00),
• Complete: some reclamation on site to reduce the reclamation liability, OR
• Revise t:he reclamation plan to facilitate a less expensive plan.
See page 3 foz- compliance due dates.
In addition, the operator expressed an interest to increase the permit area at the B & G
Stone Quarry. the operator may amend the existing 110 permit if the total disturbance is less
than 10 acres. Any larger than 10 acres will require a conversion to a 112 permit. A copy of
the 110 Permit Application is enclosed which explains the notice and exhibit requirements and
application fee.
I & E Contact Address ce: Carl Mount, DMG
^ CE
NAME J.C.
