Sherman <br />Executive Director <br />Hal D. Simpson, P.E. <br />State Engineer <br />I apologize for the delay in reviewing your letter. Your letter requests a substitute <br />water supply plan for Mr. Gene Komer, pursuant to C.R.S. § 37-92-308(4) to replace <br />evaporative depletions from an existing ground water pond in a gravel pit (mining is <br />complete). I have done a preliminary review of the proposed plan and request that you <br />provide the following additional information: <br />Please provide an engineering report that details the historical use of the shares <br />of the Taylor and Gill Ditch Company that are proposed to be used as a <br />replacement source. Such report must be based on a representative study <br />period and include an analysis of the firm yield of the irrigation water, including <br />crop type, consumptive use, and the historical season of use. The historical <br />return flows must also be identified. Documentation of the historical irrigation <br />may be based on aerial photographs, sworn affidavits, court decrees, or other <br />records. The report must also identify the ditch losses and demonstrate that the <br />historical return flow pattern will be maintained. An affidavit of ownership of the <br />claimed shares or a copy of a stock certificate must be provided. <br />2. The historical consumptive use of the crops grown must be determined using <br />the modified Blaney-Criddle method. The assumptions used to estimate the <br />historical crop consumptive use with the Blaney-Criddle method needs to be <br />provided. <br />3. Previous supply plans for the Komer Pit have used an exposed ground water <br />surface area of 4.6 acres. Please provide the basis for your estimate of a <br />
