III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />General Comments <br />This was a partial site inspection conducted by Dan Mathews of the DRMS Grand Junction Field Office, to <br />monitor status of South Portal area reclamation operations currently in progress. <br />Weather during the inspection was clear and mild; no precipitation since the previous weekend. <br />Roads <br />The light use road segment above the RSRDA soil borrow area was reclaimed (graded, seeded and mulched) in <br />August. The lower segment of this light use road (between the soil borrow area and the top of the RSRDA <br />disposal area) has been graded and roughened, but has not yet been seeded. The graded area will be seeded <br />and mulched this fall. <br />Construction of the new Access Road 1A was underway. Fill material was being loaded onto large highway <br />belly-dump haul trucks and smaller highway dump trucks from the hill in the UTL area by track-hoe, and trucked <br />to the construction site. Abase of fill had been laid down along the toe of the existing road slope and fill was <br />also being placed and graded along a bench cut leading up to the upper shop bench area. Primary equipment <br />working during my inspection, in addition to the haul trucks, was a D-8 dozer and grader. There was also a <br />small track-hoe on site, and a sheep's foot compactor. A water truck was being utilized to control dust along the <br />haul route. <br />Hvdrologic Balance <br />Sediment Ponds 8 and 9 were dry. The 001 discharge pipe has not yet been sealed; a hose has been extended <br />out from the buried pipe and water from this source was being used to fill the tank on the water truck, for dust <br />suppression. <br />French drain installation has been completed <br />There had been crock-fall from the steep sandstone outcrop along the RSRDA upper diversion Segment "B". <br />Two sandstone slabs 6 to 7 feet in length and some smaller rock had fallen into the ditch since the previous <br />inspection on October 17, partially blocking the ditch. The operator was contacted by cell phone from the site <br />regarding the problem, and I noted that the small track-hoe was being used to clear out the ditch prior to leaving <br />the site. The affected ditch section will need to be restored to design condition, including riprap <br />replacement and shotcrete installation (if damaged by the rock-fall). <br />Backfilling and Grading <br />The 2:1 backfill highwall elimination slope appears to have been completed, with the exception of seedbed <br />preparation roughening and seeding/mulching, to be completed yet this fall. Slopes along the southwest side of <br />the upper bench area have also been graded to a somewhat lesser slope than existed previously, to tie in to the <br />upper diversion outslope. <br />As noted previously, construction of the new Access Road 1A is in progress. The original Access Road 1 is still <br />in place to provide access to the upper bench, but will be eliminated as new road construction progresses. <br />3 <br />
