111. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or evidence <br />supporting the enforcement action. <br />This vvas a complete inspection of the Seneca 1I-W Mine conducted by Erica Crosby of DMG. Mike Altavilla of <br />Seneca Coal Company was present during the inspection The Seneca II-W Mine status is active, and mining is <br />currently taking place in the A Pit. The B-Pit highwall was activly being drilled during the inspection. The <br />operator estimates that two pits worth of coal remain in the B-Pit. The operator staled that 5" of rain has fallen <br />since last September 18, 1997. It was not raining during the inspection. The site was very muddy. <br />Records Records were inspected at the Seneca II Mine office, and no problems were noted. See attached records <br />sheet for furher detail. <br />i s & Markers Mine ID sign was posted, and all information appeazed accurate. Blasting signs were also noted <br />at all entrances into the mine site. Topsoil signs were posted. <br />Roads Roads were muddy, but were generally in good repair with all of the recent rain. The Tie-Across Haul <br />Road is in good repair. The following culverts require maintenance; <br />TAHRC-S- water cutting through sediment at culvert inlet, and needs to be repaired. <br />TAHRC-7- water cutting through sediment under and around sides of culvert inlet, and needs to be <br />repaired. <br />TAHRC- l0-down cutting at culvert outlet roughly 2 fee[ in depth, and needs to be repaired. <br />TAHRC-17-water cutting through sediment under and around sides of culvert inlet, and needs to be <br />repaired. <br />TAHRC-18- culvert I/3 full of sediment and needs to be cleaned. Silt fence needs to be repaired or <br />replaced north of the culvert. <br />Road ditches were generally m good repair. TAHRD-9A leading down to the outlet of TAHRC-9 has eroded 2 feet <br />to 4 feet in depth, and requires repair. <br />The Mine Entrance Road Slide was repaired, and noted in the previous inspection report. The slide has reoccurred, <br />and needs to be repaired. <br />H~olo,gic Balance Sediment Pond 005 contained water and was discharging cleaz water at an estimated rate of <br />60-75gpm. Spillways and embankment were in good repair. Pond 006 also contained water. The primary <br />discharge pipe was completely plugged and under water. Dischazge was occumng through the emergency spilhvay <br />at an estimated rate of 150 to 200 g.p.m. The pipe was noted plugged on 9/24/97 and 9/26/97. NOV C-97-O15 <br />was issued for failure to maintain pond and passing water though the emergency spillway. Water samples were <br />wllected from water discharging over the emergency spilhvay (CHOH). A split sample was given to the operator. <br />The abatement of the NOV is to clear out the principal spillway. The principal spillway was cleared at 2:30 <br />9/26/97, and the violation was terminated. Another sample was collected Gom the water discharging from the <br />principal spilhvay. The water was very dark in color, and resembled chocolate milk. No split sample was given to <br />the operator. The slide repairs on pond 006 have yet to be completed. <br />
