a r:. •• <br />III. COMMENTS -COMPLIANCE <br />~. <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />A partial inspection was conducted at the Golden Eagle Mine from February 28 through <br />March 2, 1995. The weather during the first two days was snowing and cold. <br />This inspection was both a routine inspection and also covered parts of lwo citizen's <br />complaints. The two citizen's complaints were filed by Mrs. Ann Tatum and Mr. Jim Tatum. <br />The complainant issues covered during his inspection were the windmill, the structural <br />inventory and the methane. <br />The Tatum's have complained that a bam located several hundred feet west o1` their house is <br />not show on the Golden Eagle structural inventory map. a On February 28, 1995 a copy of <br />the building permit issued to the Tatum's was obtained from the Las Animas County Planners <br />Office. This permit was issued in early 1992 for the construction of a barn. A photograph was <br />taken from Highway 12 of the bam. This bam is not located in an area of active mining. <br />Golden Eagle mine collects structural information on a quarterly basis in areas in advance of <br />their active mining. <br />On March 1st, an investigation of the windmill was conducted. The Tatum's were met at their <br />house. The following issues were discussed: the windmill, noise from the ventilation fan, <br />subsidence study, the methane from the ventilation fan, tFie condition of the vegetation below <br />the fan at the 3rd north main. <br />On March 1st the windmill well pump string was pulled and a pump test was performed. <br />Details and findings from this will be completed in a report. A pump test was ~~erformed and <br />the well was allowed to recover overnight. The next day another measurement was taken. <br />
