III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection The comments include discussion of observations made <br />during the inspection, Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action <br />This was a partial inspection conducted by Kent Gorham of the Colorado Division of Minerals <br />and Geology (DMG) The weather was warm and the ground was dry. Access was good to <br />all areas by vehicle and foot. Bobby Steele and Ron Thompson represented Lorencito Coal <br />Company (LCC) during the inspection. <br />Roads <br />The 30-inch culvert at location 07+48 along the Jeff Canyon haul road (JCHR), as shown on <br />Map 2.05,3-3b, has filled with a considerable amount of sediment from previous storm <br />events. The operator should ensure that this material is cleaned from this culvert to prevent <br />a future blockage of the culvert. Some repair at the culvert outlet is also necessary The <br />road surface along the JCHR ~s also rough and rutted in places, again, likely due to August <br />storm runoff. The road and road ditches should be re-shaped as soon as possible to restore <br />effective road drainage. <br />Hvdroloaic Balance <br />Most of the ponds continued to hold appreciable amounts of water from the heary August <br />rains. The exception was pond 9 which appear to be nearly full of sediment. A heavy, <br />viscous mud/water mix occupied most, if not all of the sediment storage capacity of the pond. <br />The amount of sediment in the pond should be evaluated during the next quarterly pond <br />inspections and the pond should be cleaned if more than 60% of the sediment capacity is <br />occupied. <br /> <br />~.~..r~ <br />, ~;,;- <br />`t .~,_'- <br />~~,~ <br />'1 ~. i <br />~: _ ~ ~, <br />I'Und ) I_Gfici:i_''~i 'iCh(e'Rl~iEr..Oi)4 <br />3 <br />
