<br />III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the <br />inspection. Comments also describe any enforcement actions taken during the inspection and the facts or <br />evidence supporting the enforcement action. <br />Hydrologic Balance (cont'dl <br />Pond 015 spilling over top of primary riser; clear discharge approximately 15 gpm. <br />A beaver was observed in the pond, as well as recent evidence of beaver activity <br />including fresh cut aspens near the pond and a collapsed burrow near the bank. The <br />beaver(s) had not (yet) attempted to obstruct the primary spillway and there was no <br />evidence of burrowing into the embankment. <br />Pond 016 emergency spillway was recently raised and additional rock installed. <br />Water was spilling over the top of the primary riser; discharge clear, approximately <br />20 gpm. <br />Pond 016A NE inlet erosion had been properly repaired/riprapped. Water level was <br />6" below the top of the primary riser; no discharge. Damaged wells below the <br />016A embankment have not yet been sealed; the sealing plan which will entail <br />pulling the surface well casings and filling the holes with cement, is scheduled for <br />this field season. The french drain previously installed in the well location was <br />functioning properly. <br />Pond 017 spilling over the top of the primary riser; discharge clear, approximately <br />60 gpm. <br />Backfillina and Gradin <br />Wadge Pit backfilling is ahead of schedule and Wolf Creek backfilling is contemporaneous. <br />No new slides or slumps (or re-initiation of slumping in previous slide repair areas) was <br />observed on final graded areas. <br />Some scour and minor gullying was noted in segments of the recently constructed "A" and <br />"B" pit permanent channels, and repairs will be necessary. The operator recently completed <br />the 2005 Rill and Gully Survey, and the drainage segments of concern were properly <br />identified and scheduled for repair. Scattered locations of hillslope erosion were also noted <br />on the Survey, and repair work had recently been initiated, beginning on the slopes above <br />the oil well, where gully backfilling and minor regrading as recommended in the previous <br />inspection report had been completed. Seeding of these repair areas will be required, along <br />with roughening and seeding of remnant scraper routes in the vicinity. <br />The areas of extensive rill and gully repair activity in the upper "A" and "B" pit areas, <br />including diversion grading, are not as evident as last year, as vegetation is becoming <br />established in these locations. <br />
