Rock crusher was <br />active during the time of this inspection. Crusher was enclosed with tarps for noise and dust <br />suppression, sprinkler "logger" system appeared intact. Port-a-potty was erect and appeared <br />functional. Battery of several elevated fuel storage tanks and several 55-gallon drums were located <br />within the pit area. Fuel storage tanks and lubricant drums appeared intact, no evidence of rupture <br />or escaped fluids. <br />Pursuant to Rule 3.1.6 and 3.1.7, please ensure that all fuels, lubricants and chemicals are stored <br />in a controlled manner, at a designated location surrounded by a spill containment berm. Spill <br />containment berm should enclose sufficient area to ensure containment of stored fluids and <br />chemicals. Spill containment area should be lined with an impermeable liner to ensure that spilt <br />fluids not escape and degrade quality or quantity of surface and groundwater. <br />Topsoil Protective vegetative cover was not present for topsoil stockpiles. Evidence of erosion, <br />weed infestation, or deterioration of the stockpiled topsoil was not observed. Pursuant to Rule <br />3.1.9, the operator is required to protect stockpiled topsoil by establishment of vegetative cover, <br />or other means, for topsoil which will remain stockpiled for periods exceeding approximately one <br />year. <br />No problem was noted for the absent vegetative cover for the topsoil stockpiles because evidence <br />of deterioration of the topsoil was not observed and the topsoil has not been stockpiled for a <br />period of time exceeding one year. Grading the stockpile slopes to 3H:1 V will enhance <br />establishment of a protective vegetative cover. <br />Financial Warranty DMG reviewed the current cost of reclamation on 10/13/98 and determined <br />that the current $17,232 financial warranty would be sufficient to ensure reclamation, providing <br />the operator complete application of seed and mulch for the partially reclaimed 4 acre area. The <br />operator applied seed and mulch to the 4 acre area on or before 11 /24/98.
