<br />(Page 31 <br />MINE ID N OR PROSPECTING ID k M-97-089 <br />INSPECTION DATE 1 /29/99 INSPECTOR'S INITIALS WHE <br />Evidence of insignificant quantities of water possibly leaving affected areas, but remaining within <br />areas approved to be affected and within permit boundaries, was observed in the far SE corner of <br />the equipment parking and stockpile area. Apparently, this <0.5 acre area was watered for dust <br />suppression and insignificant quantities of dust suppression water may have escaped through the <br />sediment retention berm before being absorbed by the sandy soils. Evidence of significant <br />drainage, sufficient to result in erosion and/or sedimentation to affected lands or to surrounding <br />undisturbed lands, was not observed. No off-site discharge noted. <br />Dogs Two dogs were housed on site within a fenced 10' x 10' enclosure. The issue of dogs on <br />site and contained within an enclosure, appears to be anon-jurisdictional issue for DMG. The <br />operator is encouraged to consult and cooperate with BLM regarding housing dogs on BLM <br />administered lands. <br />Culvert Stockpile Culvert materials were observed within the permitted stockpile area, currently <br />utilized 6y Montezuma County with operator consent. The operator indicated that the culvert <br />materials were property of Montezuma County and had been temporarily stockpiled within areas <br />already affected by mining operations, to support county road improvements for nearby county <br />roads. Temporary stockpile of road improvement culverts within an area already disturbed and <br />utilized to stockpile county road materials, does not appear to conflict with the conditions of the <br />permit, Act and Rules. The operator is encouraged to consult and cooperate with BLM regarding <br />importation and temporary stockpile of any materials on BLM administered lands. Should the <br />operator desire to utilize the culvert materials as backfill inert structural fill, please submit the <br />notice required by Rule 3.1.59) for such activities. <br />Reclamation Fence Livestock were not observed within affected areas. However, evidence of <br />livestock was observed within the 4 acre reclaimed area. The operator has indicated that <br />reclamation seed and mulch were applied on or before 11 /24/98. Apparently, livestock passed <br />through the area shortly after completion of seeding. Incorporating livestock in the seeding <br />process may enhance the seeding by virtue of hoof action and natural fertilizer. <br />Rule 3.1.104) indicates that the Board or Office, in consultation with the landowner (BLM) and <br />the local Soil Conservation District, if any, shall determine when grazing may start. No problem <br />was noted regarding the evidence of livestock in reclaimed areas because the seeding had not had <br />sufficient conditions to germinate, therefore, the livestock were not grazing. Additionally, the brief <br />presence of livestock, prior to germination, may benefit the seeding. The operator is required to <br />restrict livestock grazing for reclaimed areas per the conditions of the approved permit, Act and <br />Rules. Please ensure that livestock grazing of reclamation vegetation is restricted, by fence or <br />other appropriate method. BLM has suggested construction of a fence enclosure before 10/15/99. <br />5MT2020 Archaeological site, 5MT2020, was delineated by wire fence. Evidence of mining <br />activities within the delineated site was not observed. <br />
