Participating in the <br />inspection were: Dale Moore, a landowner, Paul Gayer from IGd Energy ; Jerry Koblitz from Greystone; <br />Randy Pair from the Federal Uffice of Surface Mining (USM}, and Sandra Brown from the Colorado <br />Division of Minerals and Geology (DMG). <br />A representative from the Bureau of Land Management (BLM), another hurd owner, was unable to <br />participate in the inspection. BLM has requested that the fences be replaced in accordance with the <br />original grazing aIlotments. Leroy Spaulding, a fenicn contractor, met briefly with Jerry- Koblitz to find <br />out where the fences are to go. Permit boundary fences wr71 be removed and reinstalled ae requested by <br />the BLM. However, Mr. Koblitz will not have any fence work done until he gets an indication from the <br />DMG end the OSM that the vegetation data submitted by Greystone will be acceptable. He does not <br />went to potentially jeopardize the reclamation by cattle grating if additional vegetation sampling will be <br />necessary. OSM and the DMG will be reviewing the vegetation data this month. <br />During the inspection, the weather was clear, and the sits was dry although there was some evidence of a <br />snow that had fallen a couple days earlier. W e walked the entire site beginnatg at Pond 2 near the <br />eonthern end of the permit area. <br />Boadfl <br />A two track "access mad" is apparent on site running fiorn the entrance to Pond 1. The road has been <br />seeded and revegelated, but according to Mr. Koblitz it is impossible to prevent access. Mr. Moore want <br />the "road" to remain in place end has requested that a gate be installed at the mad when the fences are <br />replaced. The "rand" was included ar the vegeffition study and it appears that a couple of ttansec~ fell <br />withal the "mad" corridor. No problems concerning stability or drainage were observed. <br />$ydmlogic Balance <br />Ponds 1 and 2 have been approved u permanent structnrea. Pond 1 was dry which is normal for this <br />time of year. Mr. Kobfitz said it normally ie dry by October. No problems with Pond 1 were observed. <br />Pond 2 corttaated water, but there waa not discharge. A settling crack ie apparent along the contour on <br />the western pond slope. The settling occurred shortly after grading. No movement has been noted for <br />several years and the slope is stable. <br />A third pond in ttte southeast comer of the permit area was reclaimed in 1991. The area is well vegetated. <br />No problems were noted. <br />Mr. Koblitz took a measurement in the remaining ground water monitoring well. The water level was <br />50.33 feet from the top of the catdrtg. Mr. Moore recently obtained a well permit for this well, as <br />approved in Minor Revision No. 11. Therefore, it will remain. <br />Backfill and Grading <br />The mine site was backfilled and graded to approxiamte original contour. Phase I bond release was <br />granted in 1988. Gre}'stone has conducted rill and gully repairs annually. These have been minor in <br />extent. Repair areas were observed in the field and are stable. <br />
