Mr. Tim Huskey, Dolores County <br />Road Department, accompanied the DMG inspector through out this inspection. The mine site is located approximately 4 miles SW <br />of Dove Creek, at the NW corner of the intersection of County Roads G & L. The original 110 permit, issued on 9/27184, was <br />converted to a 112 permit on 10/7/94. Currently, the Bartley Gravel Pit is approved for 77.3 acres affected area. Mine operations <br />were dormant during the time of this inspection. Mining equipment located on site was limited to two dozers. Fuels tanks, <br />lubricants, and chemicals were not located on site. Approximately 3" snow cover existed with minor drifting in wind sheltered areas. <br />Mine identification sign and affected area perimeter markers were in compliance with Rule 3.1.12. Mine identification sign was <br />clearly visible at the old east entrance to the mine site and should be moved to the south entrance currently being utilized. Affected <br />area perimeter markers consist of an abandoned fence line along the north and west boundaries and CR-G and CR-L for the east and <br />south boundaries. Mining related disturbances were contain within the approved area. <br />Mining activities have avoided the buried gas pipeline which extends from the NE corner of the permit area to the south-central <br />border. Location of the pipeline was well marked. The mine identification sign was posted beside a utility pole, located on the east <br />side of the permit area. Mitwrq operations had excavated material surrounding the utility pole resulting in the pole setting on an <br />Island of material. Side slopes of the "island" were steeper than 3H:1 V and did not appear stable. Rule 6.4.19 states that where <br />the operetion will adversely affect the stability of any significant, valuahle or permanent man-made structure located within 200' <br />of affected land, the applicant may either: <br />lal provide a notarized agreement between the applicant and the person(s) having an interest in the structure, that the applicant <br />is to provide compensatbn for any damage to the structure; or <br />161 when such an agreement care not be reached, the applicant shall provide an appropriate engineering evaluation that <br />demonstrates that such structure shall not be damaged by activities occurring at the mining operation. <br />Please provide the information required by Rule 6.4.19 for the buried gas pipeline and the utility poles located on the west side of <br />CR-G and on the north side of CR-L. <br />Mining has progressed from the SE corner of the permit area, across the pipeline, and is currently located in the western 1 /3 of the <br />permit area. Approximately 1 /3 of the permit area appears to have been reclaimed and revegetated with another 1 /4 having achieved <br />final grading requirements. Reclamation appeared to be concurrent with advance of mining activity. At the current pit location, <br />topsoil was stockpiled along the north pit boundary, subsoil was stockpiled along the east and west pit boundaries, material stockpile <br />existed at the south pit boundary. Topsoil stockpile appeared to have been recently constructed and did not exhibit evidence of <br />erosion, instability or contamination. Topsoil stockpiles that will remain for periods of 1 year or longer, require a protective <br />vegetative cover, as required by Rules 3.1.911) and 131. <br />A small pit was located within the permit area, east of the active operation. The operator indicated that the small pit was a clay <br />deposit being excavated to mix with the sandstone gravel to bind the material. Clay pit area was heavily infested with weeds. <br />Weeds were not observed at the active pi[ area but were abundant through out the reclaimed portion of the permit area. The <br />operator needs to perform weed control measures on the affected areas of the operation. Rule 3.1.10(6) states that weed control <br />shall be employed for all prohibited noxious weed species, and whenever invasion of a reclaimed area by other weed species <br />seriously threatens the continued development of the desired vegetation. Weed control methods shall also be used whenever the <br />kthabihtion of the raeldmed vea by weeds threatens further spread of serious weed pests to nearby areas.
