III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the inspection <br />and the facts or evidence supporting the enforcement action. <br />Reve etp anon <br />Vegetation is well established on the reclaimed slope in the vicinity of the Bear No. 3 Mine <br />portals. The ground surface east of the former shop building has been reclaimed and reseeded. <br />Slides and Dama¢e <br />The slide that occurred on November I5, 1997 in the area west of the reclaimed Beaz No. 3 Mine <br />portals was inspected. There does not appear to be any significant change in the slide mass since <br />the last inspection. <br />As stated in the last inspection report (see inspection report dated 4/21/98), a new area of erosion <br />and slumping has occurred east of the portal locations. The erosion is between the upper and <br />lower portal access roads and does not appeaz to be associated with the bigger slide mass. The <br />damage occurred in the immediate vicinity of a drainage pipe that has been installed on the <br />hillside. Very little water was discharging from the pipe onto the lower portion of the slope. <br />Erosion mitigation must occur to ensure the stability of the reclaimed slope. <br />
