III. COMMENTS -COMPLIANCE
Below are comments on the inspection: The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the
inspection and the facts or evidence supporting the enforcement action.
This was a partial inspection of the Beaz Mine conducted by Mike Boulay of the DMG on May
27 and 28, 1998. There was no operator present during the inspection. The entire site was cleaz
of snow cover and mostly dry at the time of the inspection.
Hydrologic Balance
During the previous inspection, it was noted that a significant portion of the water emanating
from the Edwazds Portal Spring was not being fully captured by the 4 inch flexible pipe that
dischazges the spring water to the North Fork of the Gunnison River. The operator did a good
job at correcting this situation. It appeazs that all of the water from the source of the spring is
now being captured by the pipe and is conveyed to the North Fork of the Gunnison River. A
small azea of ponded water from the spring dischazge still remains in the location of the former
coal stockpile azea. Please continue to ensure that any discharge to the North Fork of the
Gunnison River is in full compliance with applicable water quality standazds.
The spring dischazge was analyzed in the field for flow rate, pH, temperature, and conductivity.
The pH/conductivity meter was calibrated in the field immediately prior to taking measurements.
Measurements were made at two locations: 1) from the discharge at the end of the pipe and 2)
from the immediate azea of dischazge neaz the east side of the slide mass. The results of these
measurements are presented below:
End of Pipe Dischazge -Flow= 38.5 gallons per minute, Temperature= 86 degrees Fahrenheit,
pH= 6.89, Conductivity= 4,380 micromhos/cm
Dischazge Directly from Spring -flow not measured, temperature= 85 degrees Fahrenheit,
pH=6.87, conductivity= 4,300 micromhos/cm
Flow rate from the dischazge pipe has increased since the last inspection. This increase is
probably due to the fact that a portion of the spring water bypassed the pipe at the source of the
spring at the time of the last inspection (refer to inspection report dated 4/21/98).
Suooort Facilities
As requested, all trash and debris that had accumulated east of the former shop building has been
removed from the site.
