Pg 3/3 Yoast C-94-082 <br />25 Aug 04 <br />Air Resource Protection: The operator was actively watering the haul roads at the <br />time of the inspection. And, although it was very windy in the afternoons, there was <br />not a problem with fugitive dust from the haul roads, the spoil ridges or the regraded <br />areas. <br />Slides and Damage: - It appears as though the rill and gully areas from the spring's <br />runoff have been repaired. The areas have been regraded and topsoil has been <br />replaced. The areas will be seeded this fall. <br />-The majority of the work in the drainage from pond O1 1 A to pond Ol 1 has been <br />completed. See "Hydrologic Galance" above for more details regarding the work <br />performed. <br />Reclamation Success: All of the areas that have been backfilled and regraded, <br />topsoiled and reseeded appear to be doing well. <br />Highwall Mining: The highwall miner was operating in the north portion of the Valora <br />Pit at the time of the inspection. There was a large pile of coal in the pit waiting to be <br />loaded and hauled off-site. <br />Bond Compliance: The main focus of this inspection was the bond compliance. On <br />the inspection pond sizes, open pit lengths and spoil volumes, road lengths, topsoil <br />stockpile volumes and facilities were measured. All of the measurements were done <br />with a Trimble GeoXT handheld GPS unit with TerraSync software. Data processing <br />was completed using Trimble's GPS Pathfinder Office 2.90. All data points were field <br />corrected using integrated WAAS and post-collection processed using a <br />Compasscom Base Station. See the spreadsheet and maps at the end of the report <br />for more details. <br />-The Division's estimate of open pit length for the Yoast Mine, using the GPS, was <br />10,400 linear feet. The Operator's worst-case, maximum disturbance per Tab 25 is <br />5,600 linear feet. This is an additional 4,800 linear feet of open pit (86% more open <br />pit). The Division uses this data to determine the worst-case scenario and to <br />calculate the reclamation cost estimate for the amount of the performance bond <br />the Operator is required to submit. If SCC does not agree with this open pit length, <br />they must submit their own survey of open pit lengths to the Division, as the bond will <br />be recalculated using these pit lengths. <br />
