Yoast C-94-082 <br />Pg 2/3 25 Aug 04 ~- <br />Hydrologic Balance (cont.): The emergency spillway for pond 013 is a riprapped <br />open-channel. The spillway appeared to be stable at the time of the inspection. <br />- The construction of the embankment for Pond Oi 1 A has just been completed. <br />There is still some final grading and riprapping work that needs to be completed at <br />the inlet. The pond contained a small amount of water at the bottom but was <br />obviously not discharging. There is no vegetation on the embankment but Roy Karo <br />indicated that the area would be seeded this fall. The emergency spillway is a <br />riprapped open-channel. The emergency spillway still needs more riprap to <br />complete it as well. Overall the pond appears to have been constructed properly <br />and appears to be stable. The Division needs and as-built certification for this pond. <br />- Pond O1 1 contained water several feet below the discharge pipe and was not <br />discharging at the time of the inspection. The discharge from pond 011 A will flow <br />into this pond. The embankment had some vegetation and appeared to be stable <br />at the time of the inspection. No erosional problems were noted on the pond <br />embankment. The emergency spillway is a riprapped open-channel. The spillway <br />appeared to be stable at the time of the inspection. <br />-The drainage from pond O1 1 A to pond O1 1 has been reworked, as required by the <br />Division. There are rock check dams in the drainage spaced approximately 50 feet <br />apart in the upper portion (approximately the upper half) of the area. The check <br />dams appear to have been properly installed and keyed in to the side slopes of the <br />drainage. The check dams on the lower portion are further apart than those on the <br />upper portion. (The Division will need an as-built certification for this drainage to <br />ensure that it has been constructed as requiredj. There is a fairly large "sump" at the <br />bottom of the drainage that empties into pond Ol 1. Roy Karo has stated that the <br />outlet of this sump will be riprapped for increased stability (there is a fairly large pile of <br />riprap at the top of the drainage - by pond Ol 1 A). <br />- Pond O10 contained water approximately two feet below the discharge pipe and <br />was not discharging. The pond embankment was well vegetated and appeared to <br />be stable at the time of the inspection. No erosional problems were noted on the <br />embankment. The emergency spillway is a riprapped open channel. The spillway <br />appeared to be stable at the time of the inspection. <br />-There was no water in any of the open pits at the time of the inspection. <br />-All of the ditches along the haul roads were well vegetated and appeared to be <br />stable. The culverts were all clear and appeared to be functioning properly. <br />Backfilling and Grading: It appeared that most of the areas that were not being <br />actively mined or that remained open for the highwall miner were backfilled. The <br />open areas include the lowest portion of the Neck Pit, the Valora Pit, The upper <br />portion of the Wolf Creek Pit and the Scraper Pit. The operator was not doing any <br />backfilling or grading operations at the time of the inspection. <br />Topsoil: -All of the topsoil piles were well vegetated and marked. No erosional <br />problems were noted on any of the piles. <br />- Topsoil has been stripped from the area north of the Scraper Pit and live-hauled to <br />the south area of the Wolf Creek Pit that has recently been backfilled. <br />
