OR PROSPECTING ID k M-85-023 <br />INSPECTION DATE 3/19/99 <br />(Page 21 <br /> <br />INSPECTOR'S INITIALS RCO <br />OBSERVATIONS <br />This inspection was performed by the Division as part of its monitoring of 110 Construction Material permits. The office <br />attempted to contact the operator about the inspection but was not successful. The entrance ga~e was open and the site <br />was accessible, but there was no personnel or activity at the site. <br />This permit was recently transferred to this operator. The initial bond provided was one on the same amount as posted <br />by the former operator, 515,000. This office recalculated the bond amount as part of the transf~r, and the new figure of <br />S27,939 has been communicated to the new operator as the amount now required. That recalcu ated amount was based <br />on the approved reclamation plan and the amount of observed disturbance at the site during pri r inspections. <br />Observations made during this inspection include a signficant amount of clean up that has occ rred during this winter. <br />The asphalt plant has been removed, though some grading and fill is still required. The quonset but at the north end has <br />been removed, though numerous barrels and buckets of various hydrocarbons still await removal ~n the asphalt pad. The <br />crusher and generator trailer have been removed from the upper pit. <br />This inspector made a fairly detailed accounting of the different items still requiring reclamation including the barrels to <br />remove, asphalt to remove or bury onsite, junk equipment and debris to remove, highwalls to knoc down and other grading <br />tasks, etc. These will not be listed herein, but will be reflected in a revised reclamation cost a timate. That upcoming <br />revision will attempt to reflect a more representative figure for the full bond, based now on obse vations from this recent <br />inspection.
