<br />r ~ ~ <br />III. Comments - Compliance <br />Below are comments on the inspection. The comments include discussion of <br />observations made during the inspection. Comments also describe any <br />enforcement actions taken during the inpsection and the facts or evidence <br />supporting the enforcement action. <br />On September 28, 1989, Cathy Begej performed a Phase I bond release inspection <br />of the Bourg Mine. Mr. Walt Ayres, a representative of Walden Coal Company <br />attended the inspection. Landowners were notified of the inspection. Wone <br />attended. Included in this inspection r^eport is a photo journal, a log of <br />inslope readings on selected terrace di•:ches and a field map documenting the <br />location of the 198+ and 198;1 reclaim areas tithe approximate location of <br />the settlement cracks and the location of tie contour terrace benches. <br />~pe Bourg t41ne pernrit area covers 160 arses. The gently sloping hill within <br />Ne property has a predominant west-northwest aspect and an average grade of <br />6.5X,~rades at the site vary from 2.6i,'to 14.4X. Three reclamation profiles <br />were run on the property ranging in len!Ith from 820' to 1700'. The maximum <br />hydraulic length on the property runs fr^om the low area on the southeast <br />corner of the property to Mann Draw and is 3800' long. <br />The topo9rapliy at the site was mapped by the applicant. This map was <br />submitted in the bond release package along with three cross-sections. <br />The Division staff also surveyed the site in tday and July of 19;39 and pre- <br />pared a map of great similarity to the IJ.C.C. submittal. <br />Une series of settlement cracks were ob::erved close to the low wall. The <br />cracks run approximately 360' in length. There is a 3" offset on the north <br />end and a o" offset in a 6' wide graben•-rift structure ~ ~ ninety-seven <br />feet from the south end. The cracks range in depth from 8" to 56" in depth <br />averaging 12". Three, roughly triangul+rr setttn9 pits 4 1/2 " long, 2' wide <br />and 18"-24" deep were found 100'in from the north end of the crack. <br />Mann Draw flows through the northwest corner of the site and the entire mine <br />site drains towards the draw.. Four drainages deserve mention. p temporary <br />eyebrow ditch starts al N4466, E 3625 and runs northwest along the access <br />road to Mann Draw allong the original drainage on the south end of the <br />property. I; hasJnine rock check dams 'in it. This is fed by a small ditch <br />on thei'~ south and southwest side of the shop area. A 500'-600' wide <br />Swale in the area bounded by N5000-N6000 and E250D - E3500 also drains to <br />Mann Draw. A Swale formed on the north side of the East Durtrp at approximately <br />N 4700 and E 4000 also drains to Mann Draw. <br />An alternative sediment treatment control method has been employed at the site <br />and all ponds have been removed. Simpl;r described, ten foot wide contour <br />terrace benches were installed at 200' intervals or less to reduce slope <br />length to achieve sediment control. These terraces range in length from <br />350' - 240U' in length and are graded towards the slope at 2'- 4', resulting <br />in an overall depth of 04'. During the bond release inspection, some of the <br />inslopesand the grades of the contour t~arraceswwere measured. These measure- <br />ments follow the narrative.'~Permanent structures at the site include the <br />perimeter fence, 2D' wide perimeter acu~ss roads, the gravelled shop yard, <br />two concrete pads, the domestic well at the office, and the septic system. <br />Utility poles surround the property bur~io not belong to the operator. <br />Cunoco controls a three phased line which runs along the west side of the <br />
