III. COMMENTS -COMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations made during the inspection. Comments <br />also describe any enforcement actions taken during the inspection and the facts or evidence supporting the enforcement action, <br />Jerry Nettleton (Nettleton) of Twentymile Coal Company (Twentymile) accompanied Byron Walker (Walker) <br />of the Colorado Division of Minerals and Geology (Division) during this inspection of the Foidel Creek Mine. <br />The permit area was covered with about three feet of snow. <br />SIGNS AND MARKERS <br />Mine identification signs were in place, and in good repair, at all entrances into the permit area from public <br />roads. <br />ROADS <br />The road to the 18-Right Ventilation Shaft was blocked with deep, wind-blown snow. Other roads had been <br />plowed and were in good shape. <br />HYDROLOGIC BALANCE <br />The site was covered with snow, including the impoundments. <br />Sampling sites on streams about the permit area were frozen over and snow covered. No samples were <br />obtained. <br />PROCESSING WASTE <br />Coal mine waste was being placed in storage piles (winter procedure) in the waste disposal Area 2 in <br />compliance with the PAP. <br />SUPPORT FACILITIES <br />Drilling of power boreholes at the 6 North Mains Ventilation Shaft site was complete. The shaft had been <br />driven for approximately 40 feet (deep). Excavated materials were being placed in the pit prepared for that <br />purpose. <br />Roof joists were being set on the bathhouse addition. <br />GENERAL MINE PLAN COMPLIANCE <br />The operation is in compliance with the general mine plan. Longwall mining had reached Station 84+50 in the <br />18 Right panel, and the continuous miner had reached Station 26+00 in the 19R headgate and Station 129+00 <br />in the 19R tailgate. <br />Low quality coal was being processed in the wash plant, and coal mine waste was being hauled to the waste <br />disposal azea. <br />C-1982-056.
